History and Background:

USSA Manab Kallyan Foundation (USSA) is a local level Non-Govt. Organization (NGO), has been working in the North West Part of Bangladesh at Gaibandha District. It was founded by a group of development activists and social workers who had the background in rural & urban reconstruction and development. It is registered under the registrar of Joint Stock Companies & Firms of Bangladesh in the year of 2016. Its Reg.No-405/2016. Its unique genesis resulted in two advantages for the foundation of the organization; it initiated its program with people possessing prior field experience and owing to the specific background inherited a broad and comprehensive outlook encompassing a socio-economic, health-hygienic & nutrition, empowerment, gender, agriculture, small business and environmental development as well as micro finance perspectives. In 2013 USSA started its activities initially taking the rural & urban poverty issues of women’s, disables and child rights through a rights-based and holistic participatory approach. These approaches were upheld by the organization in its further programs.

Direction

USSA’s current strategy has a strong emphasis on Rights Based Approach and less soon primary service provision. This continues a trend which has been established in the successive plans during the 05 years of USSA’s existence. Although NGOs play a substantial and vital role towards the current development needs, the long term success of the country lies with the ability of the Government and Administration to deliver its commitments to the various National and International strategy papers and declarations. There is an increasing trend for International partnerships and monetary aid to be targeted at infrastructure development, economic growth and government services. As such, agents for change within the NGO sector, media, private sector and civil society should increase domestic pressure for reform. The most successful reforms will be those generated by an increasingly mobilized and organized civil society. Facilitation of stronger GO and NGO partnerships can provide more and better innovative ideas towards the pro-poor policy support to reform the social and national perspectives.

MANAGEMENT SYSTEMS

Organisational Management:

The constitution of USSA has given the supreme authority of the organization to the General Board (GB) with 21 members who approve the annual budgets and have elected management committee which consists of 07 members who approve the quarterly budgets & facilitate the overall management of the organization. The day to day running of the organization is overseen by the Executive Director with the assistance on the Program Management Cell (PMC). The Program Management Cell (PMC) consists of the heads of department of the organization such as administrative and accounting sections. The Program Management Cell (PMC) meeting regularly held (normally once in a week) to discuss critical issues, policy and to make recommendations to the Executive Committee (EC) for their approval. The Program Management Cell (PMC) implements the decisions of the Executive Committee (EC) and develops plans for running the program activities.

There is a further layer of management, predominately comprising Field Organizers under the Branch Office; Each Branch Office is led by a Branch Manager under supervision of Program Coordinator with a jurisdiction of Branch Office. At this level the management is decentralized with each of the Branch Managers located at individual Branch Office. The Branch Managers are responsible for the implementation of the program in their respective area and are delegated to take most of the planned decisions. The PMC meet with the Branch Managers monthly Co-ordination meeting.

USSA’s organizational structure has been updated to reflect both its new strategy and also to assist with the development of good management and leadership practices. The new structure has been designed to accommodate the growth that is planned during the next 5 years. This diagram reflects the intended structure of the organization for the entire program implementation period although the numbers of staff shown are for the end of the period.

Financial Management

USSA has its own financial manual and procedures. The accountant is responsible for maintaining and controlling the budget, allocation of overheads and for the preparation of financial reports. Independently the internal auditors & external Auditors check and advise on corrective measures to ensure an accurate and transparent system.

Monitoring and Evaluation System (M&ES):

The purpose of the M&ES department is to provide effective support in regard to information, decision making and activities executed by the USSA personnel.

The PMES department has a critical role to play in increasing the effectiveness of USSA’s programs and projects. It is the department responsible for facilitating the tracking progress versus targets and assessing the effectiveness of activities. Although the PMES department is not core in the sense of actually implementing development work at the field level, it is a vital support system to enable the core work to be done.

M&ES is a department which requires a continuous feedback loop with planning activities being adjusted in response to interpretation of evaluation studies.

The M&ES department is the central co-ordination point for all qualitative and quantitative program related data. The information is collated which allows it to be used in an integrated manner, giving a view of the bigger picture. The information is reviewed monthly at all management levels.
